Moving Containers from Sihanoukville to Phnom Penh

How containers move from Sihanoukville to Phnom Penh, what drives the trucking rate, and the timing details that decide whether a delivery lands on time.

The corridor

Most containerised imports enter Cambodia through the deep-water port at Sihanoukville and travel by road to Phnom Penh, where the majority of importers, warehouses and factories are based. The alternative is the river port at Phnom Penh for certain cargo, and land borders for goods originating in Thailand, Vietnam or Laos.

The choice of gateway changes both the cost and the paperwork. It is worth asking your forwarder why they selected one before you accept the quote.

Trucking options

Containers move from the port on tractor units, either as a full container load or consolidated with other cargo. Two practical decisions drive the rate:

  • Who clears the container. A truck that waits for clearance at the port costs money by the day. Pre-clearing before arrival is the single biggest lever on trucking cost.
  • Whether the container is returned empty immediately. Detention charges start when the free period ends, so plan the unloading slot before the truck leaves the port.

Rates vary with fuel, season and direction. Ask for the rate per container including all port handling, and a separate line for waiting time, so that a delay does not appear as an unexplained surcharge.

Documentation at the gate

Trucks need the customs release, the delivery order and the port's gate documents. A mismatch between the container number on the release and the container on the truck stops the move regardless of how correct everything else is.

Timing

Overnight driving restrictions, holiday periods and port congestion all affect arrival times. A container released on a Friday afternoon may realistically be delivered on Monday, and storage accrues over the weekend.

Build a buffer into any promise you make to a customer. The variable is rarely the road; it is the port.

Warehousing

Phnom Penh has a wide range of warehouse space, from small units to modern facilities with racking and loading docks. Three things matter more than the rent:

  1. Floor loading and clear height — whether the building can actually take your cargo.
  2. Flood history — ask directly, and ask neighbouring tenants.
  3. Truck access — a container truck needs space to turn, and a yard that cannot take a forty-foot trailer is not a warehouse for containers.

A practical checklist for a first container

  1. Confirm the gateway and the inland leg in the same quote.
  2. Pre-clear before the vessel arrives.
  3. Book the unloading slot and the empty return in the same window.
  4. Check the container number against the release before the truck departs.
  5. Photograph the container seal and the cargo at unloading.

Costs at the port are time-based. Every day saved before the container is released is worth more than a small discount on the freight rate.
