Special Economic Zones are areas created to attract investment in manufacturing, logistics and export industries.

Why companies use them

  • Investment incentives that can include tax benefits and import duty exemptions on qualifying inputs
  • One-stop service for licenses and customs inside the zone
  • Ready infrastructure such as power, water, roads and factory buildings
  • Closeness to ports and borders

Well-known SEZ locations

  • Sihanoukville: close to the main seaport
  • Phnom Penh: near the capital and its labor market
  • Border zones: such as Bavet, Poipet and other border areas that connect to Vietnam and Thailand

Who benefits

exporters, manufacturers, assemblers and logistics operators that import raw materials and ship finished goods.

How to get started

  1. Choose a zone based on your industry, logistics and labor needs
  2. Contact the SEZ operator for land or factory rental terms
  3. Apply for a Qualified Investment Project (QIP) registration with the investment authority if you want incentives
  4. Complete company registration and licenses
  5. Set up operations and customs arrangements

Tip

compare rent, utilities, available labor and customs procedures between zones, not only incentives.

Investment incentives and zones change. Check with the Council for the Development of Cambodia.
