Vehicles are among the most heavily taxed imports, and several rules apply. Read them carefully before you buy abroad.
Key rules to check first
- Steering side: Cambodia generally requires left-hand-drive vehicles, and right-hand-drive vehicles are not allowed for normal import
- Age and condition limits: used vehicles may face restrictions, so confirm the current rule for your vehicle
- Taxes: import duty, special tax and VAT are charged, and the total can add a large share of the car's value
Typical steps
- Confirm the vehicle is allowed and calculate the total taxes in advance
- Buy the vehicle and get the purchase invoice, title or export certificate, and the manufacturer details
- Ship it by container or roll-on roll-off (RoRo) vessel
- File the customs declaration and pay duty and taxes
- After release, register the vehicle with the Ministry of Public Works and Transport to get plates and papers
- Buy insurance and complete the technical inspection if required

Tips
- Ask a broker for a total cost estimate before buying
- Compare the cost of importing with buying locally from a dealer
- Keep every receipt for registration
Vehicle rules, tax rates and registration steps change often. Verify with Customs and the Ministry of Public Works and Transport.
