Missing or inconsistent documents are the most common reason for customs delays. Prepare this set before the cargo ships.
Core documents
- Commercial invoice: shows the seller, buyer, product description, quantity, unit price, total value and the Incoterm
- Packing list: lists the number of packages, weights, dimensions and what is in each package or container
- Bill of Lading (sea) or Airway Bill (air): the transport document issued by the carrier
- Customs declaration: filed electronically, normally by your customs broker
Documents needed in some cases
- Certificate of Origin: needed if you claim a lower duty rate under a trade agreement
- Import permit or license: for restricted goods such as medicines, food, chemicals or radio equipment
- Insurance certificate: if the goods are insured under CIF terms
- Inspection or quarantine certificates: for plants, animals and some food products

Checklist before shipping
- The importer name and address are identical on every document
- The goods description is specific (not just "spare parts" or "goods")
- Quantities, weights and values match across the invoice, packing list and B/L
- The Incoterm is shown on the invoice
- The container and seal numbers are correct once known
Tip
ask your supplier for draft documents first. Fixing a typo before shipping costs nothing, but amending a B/L after sailing can cost money and time.
Document requirements vary by product. Confirm with Customs or your broker.
